WP4: Financial Sustainability of Universities in Kosovo

Meetings with the Minister of Education, Science and Technology and members of the Kosovo Assembly on the Financial Sustainability of Kosovar Universities, 6 September 2018

On 6 September 2018, a delegation of representatives of the EUFORIA project visited the Ministry of Education, Science and Technology to meet the Minister H E Shyqiri Bytyci and discuss the result of Work Package 4 of the project on the Financial Sustainability of Universities in Kosovo. The discussions highlighted the problems of the current method of financing of universities in Kosovo, provided examples of other methods of financing higher education such as those of the United Kingdom, Italy and Croatia, and offered suggestions for Kosovar policy makers on how to improve the current situation by implementing a system based on the financial autonomy of universities which would also enhance the financial sustainability of universities. In the proposed model, universities would be able to have their own bank account and the ability to generate new income from domestic, EU and other sources (including private companies) for research, consultancy and professional services. The universities would also have the right to decide how to spend the additional income generated by themselves, subject to various laws such as those on public finances, employment, public procurement, taxes, etc.

The Minister thanked the participants for their comments and suggestions and agreed to follow these issues and arrange other meetings with Rectors of Kosovar Universities to discuss these suggestions further.

The meeting was attended by representatives from six Kosovar partner Universities (Prof Shaban Buza, Rector of the University of Gjakova Fehmi Agani; Prof Fadil Millaku and Prof Ibish Mazreku, Rector and Vice Rector of University Haxhi Zeka; Dr Bashkim Nurboja, University Haxhi Zeka; Prof Agron Bajraktari, Rector of the University of Applied Sciences in Ferizaj; Prof Muhamet Mustafa of Riinvest College; Prof But Dedaj, Dean of the Faculty of Economics, University of Prishtina; Prof Ymer Havolli, University of Prishtina; Dr Gezim Tosuni, Dean of the Faculty of Economics, University Kadri Zeka, Gjilan; representatives from EU partner universities (Prof Iraj Hashi, the EUFORIA Project Coordinator and Mrs Jenny Herbert, EUFORIA Project Manager, Staffordshire University; Prof Lajos Zager and Prof Jurica Pavicic, Dean and Vice Dean, Faculty of Economics and Business, University of Zagreb; Prof Marina Dabic, University of Zagreb and Nottingham Trent University; Prof Giuseppe Canullo, Universita Politecnica Delle Marche, Ancona).

 

Meeting at the Assembly of the Republic of Kosovo

The representatives of the EUFORIA project then attended a meeting at the Assembly of the Republic of Kosovo with Dr Lumir Abdixhiku, the Chairman of the Budget Commission of the Assembly and Prof Avdullah Hoti, the Leader of the Parliamentary Group of the Democratic League of Kosovo and a member of the Financial Oversight Commission of the Assembly to discuss the same topic.

The two members of Parliament engaged in discussions with the representatives of the EUFORIA project and asked a variety of questions about alternative methods of higher education financing and the importance of external incomes. They also promised that they will follow these issues at the Commission on Education and the Budget Commission and will also call hearings on improving the law on higher education.
